Without going too much into the dynamics of a fictional universe, here's an explanation.

Friesland was one of the wealthiest planets in the galaxy. They needed troops to fight their colonial wars. The Friesland native citizens were too busy being rich to fight these wars, so the government recruited off-world on poorer planets, offering training, pay, citezenship, and a pension to offworlders who fought in the military.

At the end of the war, the Friesland government tried to renege and massacre the offworlders. Thier officer corps (mostly Frieslanders), having sensed such a thing was possible, mutineed and turned the regiment into a mercenary force, as they felt a greater loyalty to the troops under their command than to a duplicitous government.
