You don't want the "law enforcement by designated authority" . . ."to develop, refine, and disseminate those techniques, procedures, and equipment which enable an individual to most effectively employ a firearm in the purpose for which it was intended"?

In other words, your hired gun should not know how to use the tools of his trade.
