A new federal law grants active and certified retired LEO the right to carry anywhere in the U.S. IIRC the only exceptions are the White House and Halls of Congress. Before that law you may not have been allowed to CCW outside of your jurisdiction depending on laws in your area. According to all reports I have found, Officer Hammond engaged the shooter before duty officers arrived. By doing so he kept him confined to one area of the mall. There was a period of time when it was Officer Hammond and the gunman only.
