...the /dev filesystem may not be real in the sense that it doesn't reside on a disk but it looks just like a real filesystem to the kernel Virtual Filesystem Layer in that it provides all of the required calls. Other such psuedo file systes are possible. Witness the fuse project and the filesystems based on it. Look at Myth TVfs which allows you to mount information from specialized television database that can be manipulated as files. Any number of such filesystems are possible to create all kinds of virtual files as long as the filesystem provides all of the necessary function calls.

I don't have any idea about how Windows handles devices but it seems to me that all we need is some kind of conversion. The Unix dev filesystem doesn't provide addressing capabilities so much as it provides file like frontends for user programs to access the hardware without having to know the API of each device type. It is just a level of abstraction. All that should be needed are drivers with the filesystem that can interface with the Windows device types and convert the information into something that can be send to whatever Windows uses abstract its file systems.
