LEt me get this straight ... the off duty police officer that brought the scum down (with backup of a nearby uniformed officer if the video is correct) needed the federal CCW for LEO to carry? The impression I got from several CCW sites is that it's GREAT that the shooter was taken down by someone with a concealed weapon. IT would be an even stronger argumjent for CCW permit holder SD if it had been an average Citizen Concealed Weapon Permit Holder. BTW: The mall was posted NO GUNS.
