In UK (and probably european) Health and Safety law, one key phrase is 'Reasonably Practicable' ('Feasible', in essence) Was it feasible (or even possible) for the company to contact everyone who bought the peanut butter? Maybe they could have sent a letter out, but by then it would have been at least 2 days later, meaning the person in question would have already eaten the contaminated food.
