Just tell the contractor, "16 florescent lamps evenly spaced across the ceiling" That should give the contractor enough information to get it done satisfactorily. If you are going to have rack mount cabinets in the room or other large equipment, I would recommend marking their passions on the floor with tape, that way the contractor can set up the lights over the isles between the racks so you have better lighting
