A secret is something shared between two persons. Any more, and soon it will not be a secret. I really don't think such a massive operation could possibly be kept secret. Even attempting to do so has to assume such a level of incompetence and stupidity in your enemy that you really should have won a long time ago. For various definitions of 'win'.
