What made the German population so easy to control is that they were a broken people. They had suffered a crushing defeat. And manpower is not necessary to keep an eye on things. At least not a lot of it. Predators and Reapers can do a very good job along with several other UFVs that are coming soon to a battlefield near you. There would be little need to worry about hidden weapon caches. Simply keep more from coming in. Lock the borders down hard, with death to any caught trying to sneak through. Another task UFVs would be perfect for.
