I think you have once pointed out how difficult it is for the US military to find anything hidden by native Iraqis. Which means that you will be sweeping a lot of territory for a long time.
Or, if you are planning on keeping a watch on all civilians, in order to keep them from planting bombs, where are you getting the manpower? You will need something close to 1/8. And as we have seen, you can't count on the official Iraqi police or army to help. They are likely to have allegiances that will make them assist certain factions instead of helping you.
Thirdly, what made post WWII Germany work was the shock felt by the German population towards the end of the war, when they realized just how many atrocities had been committed. And, there were no significant rivaling factions in Germany to start internal fighting. Both of those factors will work against anything like the success that the Marshall plan had. Besides, Germans were a lot more like Americans than Iraqis are. |
