Personally, I think that if the cabbie has agreed to carry someone, they've made a contract with them to carry that out. Barring exceptional circumstances (the person starts soiling the cab, or gets violent, for example), they're obliged to fulfil their part of the bargain (the transport) or they have no right to demand the other part (the money). If there's a consideration, like alcohol, that isn't obvious at the time, it's the cabbie's job to make that clear before they set off.
