Cabs are issued municipal licenses to provide a service. If they fail to do so (transport paying customers carrying legal goods) they may be liable to having their licenses revoked.

"Adan is not alone. About three quarters of the 900 cabbies serving the airport are Muslim, and many have been regularly refusing passengers carrying beer, wine or liquor."

3/4 of the drivers refusing to transport safe, legal goods? That isn't a minor problem.
