If I had it my way (ran my own country) - I would "simply tell them that they must accept unnecessarily unhealthy conditions or leave".

Unfortunately (for me), I don't run my own country, and modern society is full of carebears (for better or worse) - so this won't happen. ;)

Hmm, wonder if I can dredge up 17 mil. to buy one of those islands available - and convince all the rest of the countries on earth it was soverign. I'd have the coolest country on earth, and the average IQ would be 160+. We'd export products of intelligence, and import beer and *insert many chauvinist comments here*. :p Woohoo!
