require a lower level of safety for the workers that produce them? If the law says employers have a duty of care, it means that all employers have a duty of care. Not just those who do the essentials - everybody. Your point about unskilled labour being less 'pushy' is valid though - this is why there are so many accidents and deaths in the agricutural and construction industries. The workers need the money, and know that they could be fired on the spot because there is a reasonably large pool of unskilled labour in many places - so they keep quiet about safety violations. Therefore, the government must step in - the workers need to be absolutely certain that something will be done before they'll dare raise something. I've been in a similar situation, and know people who were extremely lucky not to be seriously injured because of this.
