and no effective International body with the appropriate jurisdiction anywhere in sight, it may come down to a consortium of large bandwidth providers getting together to define a set of common rules to combat botnets, along with spam and other types of Internet nastiness. And then enforcing this set of rules on their downstream costomers.

This could possibly be helped along by one of the current International standards bodies.

I don't see any other realistic, effective cure.
