I would argue no, as would most lawyers.

Is it "Reasonably practicable" to think people are capable of picking a job which does not involve exposure to smoke, even if they are "unskilled"? I would say, yes. People need to shift lines of work if they really cannot find a job doing what they want in a safe fashion. We cannot base our laws on the stupidity/ignorance/lack of motivation of a few, sorry.
