In all workplaces places, the employer is legally obliged to make risk assessments and put in place 'suitable control measures' 'wherever reasonably practicable'.

So oil rigs have a large amount of safety equipment to reduce the risk as far as reasonaly practicable - breathing apparatus for those expected to go into smoky atmospheres, fall arrest or restraint gear for those expected to work at a height...

And the very first thing that any risk assessment asks is this:
"Is it necessary for the work to be carried out in the dangerous environment?"

For work at a height - can you do some or all of it on the ground? Can you put up railings? Fall arrest gear is essentially the last resort when nothing else can be used.

For work in hazardous atmospheres - can you get rid of the hazard by venting out the chemicals? Or do it via telepresence, or similar?

This is why I do not understand how bar owners continue to justify permitting patrons to smoke inside the venue.
At the end of the day, poor risk assessment and hazard control often results in accidents and/or lawsuits.

Both of which are extremely expensive!
