Would anyone say that it would be reasonable to dispense with, for instance, safe work practices in construction sites (to save time and money) on the basis that if one doesn't want to take the risks one should just find work elsewhere? Why would one accept the same logic with respect to people working in pubs?

This sort of thinking is (literally) Victorian. Major Barbara would be proud. All workplaces should be made as safe as reasonably possible, as a general rule.
