Despite the (now obvious) market for them, there were no non-smoking bars in Quebec before the ban. Now, the non-smoking bars are the norm, but if they want, an owner can apply (and pay for) a smoking liscense to allow smoking in their establishment.
I think that this has worked better all-around than waiting for market pressures to create a healthier environment. The non-smokers are happy with their clean(er) air. And the smokers (and their family/friends) can take their money elsewhere and go to smoking bars.
After all, alchohol has been shown to be bad for you (e.g. liver disease) so you need to be of legal age to purchase it and vendors need licenses to sell it and have it on their premises.
Just like with alchohol, cigarettes have been shown to be bad for you (e.g. lung cancer). For many years now, you've had to be of legal age to purchase them. Now, we've gone whole hog and required vendors to have licenses to sell them and have them on their premises. |
