place in San Francisco CA, Calabasas CA (a SF suburb) and Tokyo JP.

More are expected.
The rationale is that people within a certain radius of open air are just as susceptible to the harmful effects as if they were in an enclosed space. No scientific basis, of course, just an "It's reasonable to ASS-U-ME..." attitude by the drafters of the legislation. Coupled with a "Weer purtecktin tuh publick, who duz it hurt?" attitude by the governing bodies.
