The concept of Time Value of Money takes into account that money can be invested and earn interest. Therefore a smaller sum of money today can be equated to a larger sum of money at some time in the future. In the lottery example, the 30-year payout represents the total money in the prize fund, plus the interest that can be eaned over the 30 year payout.
