They basically give you the choice of the lump sum, or they take the lump sum and divvy it up into smaller and smaller chunks, each of which is placed in 'safe' low risk investments (bonds, etc) that mature one year after the previous one did. The estimated sum from each year's successive investment payoffs is what they give as the jackpot payoff. Then it looks like a larger amount and more people buy tickets.
