f.ex, say there are 30 maps, 10 everyone really likes, 10 everyone is happy with but don't see as outstanding, and 10 everybody hates and wants to see die. If you just ask for lists of 10 favorite maps, you will end up keeping the first 10, and getting rid of the second 10, which no one really wanted to do, because the sampling method used doesn't correctly identify the desired group. Or perhaps I should ask if you really know how voting works... :)
