Using the name of a logical fallacy in that manner seems to be ... odd to me. Ad hominem is arguing about the person when their argument didn't depend on who they were; it's nothing more than an invalid logic "step". If I had written that rule, I'd have said something like "Remember there are human beings at the other end. Respond to the argument, don't attack the person." The rule is a good one though.
