The unicode definition already contains an official algorithm for displaying bidirectional text, so if the text rendering used (the web browser or whatever) properly supports unicode, it should display hebrew, arabic and even mixed directions correctly out of the box.

OTOH you might want to account for side effects of reversed reading, like reversed arrows in reversed breadcrumbs:
foo > bar > baz
baz < bar < foo
This will of course require two different page styles server side.
