there might be borderline cases. a discussion about, for instance, the use of soft drugs, or a discussion about prostitution, both of which are legal here in the netherlands but are not in other places... where does one set the line? Common sense would be best, but then again, you can't capture common sense in a set of rules I guess, because it's subjective ;)
