I'm not sure that this is really the problem. ID as such doesn't include or define "God" (which would immediately have raised the question: "which God?"). I actually think that this is exactly the claim of most religions, that we can know (and therefore predict to some extend) the will of God. Unfortunately,the character and will of God(s), is exactly what religions differ about and not something I would expect science to answer. :-)
I think the problem is rather: how do we define "intelligence" (after all these years, still a problem in Artificial Intelligence)? How can we test for "Intelligent Design" if we cannot formally distinguish between intelligence and ramdomness? ID is not even anti-evolutionary per se. There is always the possibility that evolution has been "guided" by some intelligence instead of only being the result of random mutations and natural selection (while mutations and selection could still be the instruments used by the "designer"). How would the existence of an "Intelligent Designer" change the predictions in this case?
