Congress members whose loyalties lay with the people, not with their party (reinstating the population cap on representatives would help with this).

Congress members who believed that there duties were to create ONLY the laws NEEDED to run the country (that's been gone since 1865 or so IMHO).

Informed, intelligent voters ('nuff said).

A political system that hadn't been hijacked by the 2 'major parties' so badly that it's practically impossible for any opposition to form (and there is no REAL difference in the 2 major parties - minor differences about HOW they want to 'service the public', but that's about it).
