Kinda hard to say - the server you were pulling from may not accept reconnects, but that's not usually the case of servers that are working as file mirrors, unless someone bodged the configuration. More likely you need to kill the people who wrote IE's internal file downloader, as it has generally proven itself too stupid to be able to recover from disconnects.
