When someone has a sufficiency or glut of resources, they are usually more willing to share as there is not really a personal risk or loss to them. However, when resources are scarce then people, in general, are less willing to share as they perceive a threat to their own well-being if they give up a scarce resource.

Note, I am predicating the above statement on the assumption that sharing is defined as one individual giving of a resource to another individual without anticipation or expectation of remuneration.

So, in short, a large number of people are willing to be the banker/pharisee from the parable, but only a very few truly generous souls are willing to be the widow. But, both groups still "share" resources.
