country level. The US gives more aid to the rest of the world than any other country, but they are NOT the highest per-capita donor. iirc, they're somewhat down on the list. A lot of EU countries give more per-capita than the US, but significantly less dollar-wise. The folk receiving it though, really don't care. They're in it for the physical amount, not a per-capita amount.
