Being able to apply acceleration forces and engine breaking forces to all 4 wheels rather than just 2 would indicate that the force applied at each wheel in order to achieve the same result will be less for a 4WD than a 2WD, all other things being equal.
Assuming that the maximum force that can be applied to a wheel before it starts to slip/spin is only dependant on the road surface and the wheel rather than the drive configuration of the car then a 4WD should be able to perform better under icy conditions.

This is all very hand wavy and only applies in straight lines, the ability to deal with any lateral force will be roughly the same for 2WD and 4WD.

To a first approximation I would say that common sense can logic would indicate that Havoc's claim is true. As the one making the non-intuitive claim it is only fair that you should be the one to back it up.
