The problem is partly one of secrecy. But they got the important part wrong. It is mostly about repression. If sexuality could be expressed more openly, then teens would have much better opportunity to learn how to deal with their own budding sex drives. And sex would be much less of a big deal - it would simply be another fact of life, to be handled by each individual in a healthy manner. Queen Victoria has a lot to answer for.
