The 'estimated highway' and 'estimated city' numbers are derived by making certain assumptions. Like perfect weather, perfect tires, perfect engine specs, perfect driving, perfect acceleration and perfect braking.

Real world tests show the numbers to be off by 20% or more in most cases, especially for city driving. Mine is supposed to be 18/22 and I see 14/17.

The Escape Hybrid is supposed to get 31/36 so I would expect it actually delivers only 26/31 or so.
