I have tried the $100 laptop which has been designed for children in poor countries, and it was surprisingly nice. It will be available to everybody for a somewhat higher price.

You can build a computer for around 2-3 times that much, using a fanless Via Epia motherboard. The lowest power versions do not use much power, especially if underclocked. They are normal x86 systems, so any PC OS can be installed.

Then there are a number of small computers based on ARM-derived processors. They are used for things like firewalls, and there are Linux and BSD ports available for them.
