The Tutsis were disarmed by the Hutu government with the help of the UN then slaughtered like cattle. The difference in countries with low crime rates and low incidence of guns is not one of firearms posession. It is one of culture. Switzerland has a high incidence of gun ownership (I am even aware of Swiss citizens who posess anti-tank weapons) yet they also have a very low crime rate. As for guns enabling weak criminals, won't happen. Predators weed out the weaklings in their midst. Even if it did, you would still have a majority of society that was neither at a disadvantage, or willing to be victims.
