And the quotas aren't measured out consistantly. Look at what goals are set for other large and growing countries. I'd guess that the US would sign Kyoto if they were granted the same targets as China.

And that doesn't answer why the countries that have signed on to Kyoto aren't going to make their goals. And then we get into the science that has shown global warming preceeds CO2 rises, not the other way around.
