4 gang to double-gang reducers are made. I've seen them, though I can't for the life of me remember who makes them. They're ugly as hell though, and the way they work makes the double gang part stick out, so your faceplate will not sit flush with the wall. With your requirement for stainless steel, I would try companies in this order to find the stuff you are looking for: Graybar CSC Anixter One of those guys will be able to get you what you want.
