...the abuses could happen just about anywhere. At a local level or all the way to the top.

Think of guys like Richard Nixon ordering the burglarization of Democrats' Watergate offices or Hillary Clinton who seemed to order FBI records on leading Republicans in the Travelgate scandal. Who stops abuses like that once the system is in place? The voters can force them out of office, but again, why put such a risky system into place at all?

Also, even if the DNA system was used honestly, the precedent created by such a system opens the door for much more drastic measures. To me, the benefits from such a plan don't even come close to outweighing the risks...and the potential for abuse...in a system like that.
