...I prefer not to allow them the chance to exploit the collection of DNA to begin with. Two to six year election cycles are plenty of time to entrench an abused DNA collection program beyond the ability to back it out.

The cell phone GPS tracking chip is a perfect example. It's not been all that long since they started mandating the chip for all cell phones, but voting out of office the people who put the law into place will not undo or remove the entrenched program, even if we were determined to make it go away. Too much money already spent on it...too many plans for exploiting the technology.
