There was a distinct change in the rules, expecting a trend to hold over that change is unreasonable.

The trend before was down. The tend after is also down but not at such a fast rate.
There was however a distinct step at the change in the law, social changes will be over time and so it is reasonable to put that step down to the new laws rather than other long term changes.

It all seems to match exactly what you would expect to see. You take a lot of the guns out of circulation rapidly and you will get a step decrease in the number of crimes when people spontaneously decide to use a gun.
However the guns that remain will tend to be in the possession of those who plan to use them and so the downward trend isn't going to be as steep after the change in the law.
