Why should they keep track of it?
There are a lot of good uses to which it could be put, including clearing innocent people of crimes, determining paternity, etc.

Who is to stop them from misusing it?
You. Me. The general population. We vote for the people who would implement this, and if we can't be bothered to put the right sort of people into power, then we deserve what we get.

My identity is already out there. I have a SSN. 3 different bureaus track my every economic issue, credit card companies sell your purchasing trail to politicials, and have every phone number and address I've ever had in the US is on a non-Govt file (credit bureaus). The ONLY thing I have that's private is my mind. My ISP can track everything that comes onto my computer, so even that isn't really private.

The only control I have is what's available to the *general* public. If the Govt really wants to screw me over, they *already* have enough information to do it.

My DNA isn't going to give them anything they don't already have, other than if I was involved in a particular crime, as I have no twin. If someone went to the effort of framing me THAT well, DNA can already be used against me, so I lose nothing already having it on file.
