Even keeping with the original point though, there's the *idea* of the DNA DB, and then the *implementation* of it.

Just because his idea of how to implement it may be off some, doesn't mean the idea of it, do to what he intends, is wrong.

Odds are, he's thinking it would be useful if everyone necessary (like cops, firemen, hospitals, etc) all had access to it. Anyone at the scene could then submit requests and use the results. I doubt he's really thinking about people paying off employees to corrupt or alter the data, or use it for nefarious purposes.

Obviously, that would have to be a consideration if this were actually implemented, but that doesn't mean the idea behind it is unsound or wrong.
