Even the government isn't entirely above decisions of the public. A system of such scale would certainly be designed by a large number of experts and examined by vastly more of them of whom any could publicly announce that the collection is done improperly.

Such system would far too complex to be exploited as easily as you suggest. Sure there are always risks, but there would certainly be some countermeasures in place.

I'm also sure that the system wouldn't be centralized, but at minimum separated by state each of which could also keep others in check.

I think the worst you can fear is anarchy within the database organization and not systematic conspiracy.
