Crimes WILL still be committed. I seriously doubt a DNA database will be much of a deterrent.
What I do think it will help with is resolution. Esp cases like rape. How many rapists walk because of lack of evidence? And DNA has a fairly low rate of false positives. The odds of it producing a match with the wrong person who lives in the same area as the victim, and has means/motive, etc for the crime is, at a guess, a statistical outlier in the order of the ridiculous.
If nothing else, it would cut down on the number of people wrongly convicted of crimes, unless the person framing them does a REALLY REALLY good job, in which case, they're pretty much hosed anyway.
