I always find that attitude by Americans rather amusing. My UK driving license doesn't have my fingerprint. My first one didn't even have my photo on. I'm not even required to have it on me while driving. The UK doesn't fingerprint and photo every person visiting the country. In the US I'm fingerprinted on entry and exit, can have my phone tapped without a warrant and am required to inform homeland security if I change my address. The UK government may have managed to pass legislation to introduce a national ID card but it's introduction is currently on hold and there is a fair chance that it will get scrapped by whoever wins the next election. Yes the UK has a lot of video cameras. That is mainly to do with 30+ years of people planting bombs in public areas in order to make a point. If computers were able to track and identify people based on the images then it could be a privacy issue, that technology is still a long way off. It can still be done by hand but that is a huge effort, not the sort of thing that is done for fun.
