If I understand this proposal correctly, the tests would have to be done for everyone, whereas in paternity cases it would only involve taking the DNA of the potential dads and the kid. I'm not familiar with DNA testing techniques, so I don't know if economy of scale is an issue here, but it seems to me at least that getting the DNA of a couple of million people will be more expensive than taking that of a couple of individuals.
