The numbers were based on population so I'm assuming no dead people in the database.
The percentage of the population out of the country at any given time is not going to be significant, maybe a few percent at most.
Maybe you could knock 15% of the hits out based on age.
So that gives you ~70 people who you need to at least interview to find out what their alibi is. It's a fairly safe bet that of those 70 there are going to be several without a good alibi.

And all of this is assuming the person who committed the crime is in the database.

If the only reason the police looked at a suspect is the DNA match then a good lawyer should be able to get the case laughed out of court.
Now if they were to identify 5 suspects and then use DNA to see if any of them committed the crime then it would be of some use. Only then you have the suspects handy so you don't need the database to look them up in.
