He has Nailed everyone he has interviewed with this question or a similar one. He is trying to prove that the people who SHOULD know this information don't and therefore are unprepared to do the job asked of them.

Kind of like asking the Dilbert PHB to oversee the installation of a new Server. Without knowing anything about what makes a server you could install a Wshing Machine and he would not know the difference.
