There is no mechanism to get radioactive material into a dead fish - it would have to be alive and flipping to achieve the top-of-the-food-chain accumulation that results in high concentrations. Even the bodies of the soldiers who died in the Idaho research reactor accident back in the 60s, which had to be buried in lead lined coffins, didn't glow.

Repeat after me: "Stories about fish so laden with radioactive contamination that they glow are silly. Very, very silly."
